Minors drive Delhi crazy: Police despair as cases of underage driving rise 14-fold compared to last year

Delhi's minor drivers have become a major menace, and the problem now threatens to careen out of control.
Underage driving - youngsters below the age of 18 at the wheel - has increased by an alarming 14 times over last year’s numbers.
According to Delhi Traffic Police, 1,491 challans have been issued against minors till August 31 this year. The figure was 104 during the corresponding period in 2014.
This is despite traffic violations like red-light jumping registering a steep decline.
What is worrisome is that minors who are untrained and ineligible for a driving licence are not only involved in rash driving, but often resort to obstructive parking, causing hassles to both traffic cops and general public.
It is a also a complicated process to call the parents of such erring children. The cops can't issue challans directly to underage drivers because the law doesn't permit them.
According to traffic police, violations are more frequent in South Delhi areas that house some of the most upmarket residential colonies.

On March 19 this year, a 16-year-old girl died after her friend - who was a minor - rammed a car against a tree in Air India Colony of South Delhi’s Vasant Vihar.
According to police, a major problem is school-going kids who head to schools in their vehicles but also zip around rashly on the streets. Police officials lament that parents don’t think twice before handing over the keys of vehicles, including luxury cars, to their children.
“Instances of schoolkids driving vehicles were controlled to an extent after we have started a dedicated drive against well-off parents. We told schools to call parents and complain if their child is at fault. However, we are noticing that educational institutions as well as parents are not barring kids from taking a vehicle to school. We plan to start second phase of drive against errant vehicle owners who let kids sit behind wheels,” Special Commissioner Traffic Muktesh Chander told Mail Today.
Police action
Last year till August 31, Delhi Traffic Police had challaned 104 car owners for allowing kids to drive. But this year, cops have pulled up 1,491 vehicle owners for handing over vehicle keys to minors.
According to Delhi Traffic Police, every day at least six guilty parents or car owners face cop music.
“We have told schools to discourage kids who come in cars and on bikes and not allow them parking space. There have been instances when we found students stationing their cars near schools but the traffic coordinator - who is also a teacher - is totally unaware about it. Matter of fact, children of many prominent schools drive to school,” Chander said.
According to Delhi Traffic Police, maximum prosecution cases are in Southern Range. A senior traffic police official said: “When we challaned the parents of a kid studying in a reputed school situated in RK Puram, they argued that the school bus takes an hour to commute while the student reaches home on his own in 15-20 minutes.”
However, some schools refuted the police claims.
“We have clear-cut guidelines regarding  minors driving vehicles. Every three months, we issue circulars to the students and ensure that strict action is taken against any student found driving a vehicle,” Ameeta Wattal, Chairperson, National Progressive Schools’ Conference, said.
In March this year, Delhi Traffic Police began a three-day drive during which students of Cambridge School in Srinivaspuri, Bluebells School (Greater Kailash) and Apeejay School (Saket), etc were found driving vehicles.
The Traffic Police then issued a written correspondence to the education department and schools for initiating action. The traffic cops also laid traps to catch minors riding two-wheelers while counselling parents.

Semi drivers in need of more training: victim’s family

The grandfather of one of three teens killed in a tragic crash that shocked the town of Carrot River is calling for more government oversight and training in schools offering drivers Class 1 driver training.

“Everybody’s talking about what they’ve got to do about it, and they’re talking about putting more stuff at the construction sites, but I think their problem is way back when these people start — they’re not getting enough training,” Les Skalicky said.

Skalicky lost his grandson, Kristian, on May 3 when a semi collided with the back of a Chevrolet Cavalier carrying the teen, along with Justin Gaja and Carter Stevenson, in a construction zone.

The three boys, who ranged in age from 14 to 17, were on their way home from football camp at the time of the crash. All were pronounced dead at the scene.

Normand Mark Joseph Lavoie, 38, of Winnipeg has been charged in connection with the crash, which occurred five kilometres south of Spalding, Sask.

Skalicky, a truck driver himself, said courses that offer the training need to be more extensive.

“This should be a six-month or an eight-month thing,” he said. “It takes a doctor seven years to learn how to kill ya — but a truck driver, you can get your licence in five days. It’s just ridiculous.”

Websites for truck driver training schools in Saskatchewan advertise courses that range in length from three days to four weeks. Skalicky feels it’s not long enough.

He said he plans to write provincial government and his Member of Parliament to call for stiffer legislation on training and oversight.

In a recent interview, Carrot River Mayor Bob Gagne said the fatal crash was one of the worst tragedies he’s seen during his time in office, noting the entire community was affected.

Town administrator Kevin Trew noted trucking plays a huge role in the town’s economy, adding he feels more oversight and training would benefit both the community and truck drivers.

“I think tougher legislation and higher oversight in the training of drivers ... for people who aren’t driving, it would make us feel better about safety on the road,” he said. “(From) the other perspective, we’ve got semi drivers that are employed in our community and I think ... for families of those semi drivers — and we’ve got a lot of families that are affected by that — (it would be) just peace of mind their loved one is trained adequately to drive a semi.”

Saskatchewan Government Insurance (SGI) spokeswoman Kelley Brinkworth said the province already monitors schools providing commercial driver training.

“Currently, commercial driver training schools and instructors are certified by SGI, and SGI oversees the commercial driver training program and curriculum,” she said. “At this time, SGI has no plans to make changes.”

She said 90 to 95 per cent of commercial drivers have training before taking their Class 1 requirements, but it’s not mandatory.

In July, SGI partnered with the Ministry of Highways to raise awareness about work zone safety, and with the Saskatchewan Trucking Association in August to help raise awareness about commercial vehicle safety.

“Certainly we appreciate receiving views from families affected by crashes, if they want to share them,” Brinkworth said. “We take that input, along with input from other stakeholders, to determine what actions could be taken to prevent future collisions.”

Lavoie, who faces three counts of criminal negligence causing death and one count of criminal negligence causing bodily harm, is set to appear in Melfort provincial court on Sept. 22.

School bus driver records difficult to obtain

BUFFALO, N.Y. (WIVB) — News 4 Investigates wanted to find out more about the men and women who get behind the wheel of school buses every day. Who are they? What qualifications do they need? Who is watching to make sure they have clean driving records?

However, News 4 found it exceedingly difficult to obtain bus driver records.

Williamsville Central Assistant Superintendent Tom Maturski admited it’s challenging finding and retaining qualified drivers. “If you look around our area, not just here in Williamsville, everyone seems to be looking for bus drivers,” Maturski observed.

Bus driving can be a difficult, often thankless job. No matter if the weather is sunny or snowing, the bus driver has to report to work. “They’re getting up at 5 a.m. A lot of them are leaving the depot at 6, 6:30,” Maturski said.

The contractor model

Parents often don’t realize approximately half of NY schools outsource school bus service, meaning contractors provide the buses and the drivers. Williamsville Central uses about 60% contracted drivers and 40% of its own drivers.

“They have to follow the same requirements that we do when it comes to bus drivers, and that’s the New York state law,” Assistant Superintendent Tom Maturski explained. He says parents should not be concerned about the contractors. ”

They attend our trainings, and we make sure that what we do here as a district, our bus stops, our policies, every driver on the transportation contracted side understands that,” Maturski said. Williamsville Central currently uses Student Transportation of America for the service.

First Student service soars

More than 20 WNY districts spend millions on First Student, a subsidiary of the Cincinnati-based First Group Company. When News 4 Investigates asked about driver training and records, First Student invited us to sit in on training.

Sean McCabe, Area General Manager for First Student, said, “Thousands of WNY children start and end their day with us, and we take that responsibility very seriously.” The company has 1,200 drivers working in the region, and they’re always hiring.

Contract records obtained by News 4 show Buffalo Public Schools pays First Student $12 million a year to provide transportation services.

McCabe also offered to show us a sample driver file. The records are extensive. “It’s two inches thick for a new candidate who is just about to graduate from our WNY training center here. It’s full of what I call moments of truth,” McCabe said. First Student says its corporate requirements exceed the stringent rules of the New York State Education Department.

“We do in excess of 80 hours of training in the first year, much more than the state requires. We actually do an agility test that demonstrates a driver has the ability, in event of a crisis, to get up and evacuate a school bus,” McCabe said. Recuits train for several weeks before they’re ready to be on the own.

The number one thing First Student Recruiters look for is patience and a willingness to work with children. “We have a lot of checks and balances. Everybody is watching each other to make sure no one falls through the cracks, and they stay in compliance at all times,” Dawn Tighe, First Student’s Recruitment Manager said.

Driver records difficult to obtain

News 4 filed open records requests in June with WNY’s four largest districts including Buffalo, Ken-Ton, Niagara Falls and Williamsville Central.

Buffalo’s records clerk Lisa Slisz wrote to News 4 saying, “The District does not have copies of driver records for bus operators as these drivers are employees of First Student and their records belong to them.” A private contractor is not subject to the state’s open record’s law.

Ken-Ton records clerk told us they needed more time to fulfill our request. We heard from their attorney hours before this story was broadcast. The attorney told us they will work with us to release the portion of driver records that they believe is “public.”

Niagara Falls’a dministrator for human resources, Maria Massaro, responded to our request writing saying, “All copies of driver records, accident incident reports, tickets and citations issued and any disciplinary action taken against drivers are maintained by the vendor and the Niagara Falls City District.”

Williamsville Central schools allowed News 4 to review the files for its drivers. Records showed the occasional accident report and a handful of citations for cell phone use, but otherwise driver files were clean.

Assistant Superintendent Maturski reiterated it should not matter whether your child is driven by a contractor or a district employee. The same stringent rules apply.

What are the rules?

Must be at least 21.
Must hold Commercial Driver’s License (CDL), Class B with Passenger (P) and School Bus (S) endorsement.
Submit fingerprints for background checks with state and federal agencies.
Meet all DMV “Article 19A” regulations.
Pass pre-employment drug screening.
Pass annual physical exam, from a doctor, including one prior to start of the service.
Pass a physical performance test at least once every two years. Drivers who miss 60 or more consecutive days must take the test again. “Test will be conducted by a certified school bus driver instructor and shall assess the driver/applicant’s ability to perform the following functions of a school bus driver: repeatedly open and close a manually operated bus entrance door, climb and descend bus steps, operate hand controls simultaneously and quickly, have quick reaction time from throttle to brake, carry or drag individuals in a bus emergency evacuation, repeatedly depress clutch and/or brake pedals, and exit quickly oneself and students from an emergency door.”
Pre-service: receive at least three hours of instruction on school bus safety practices.
Complete 30-hour basic training course within first year of hire.
Receive a minimum of two hours of “refresher instruction” in school bus safety at least two times a year.
Character requirement. “The driver of a vehicle for the transportation of school children shall be of good moral character and thoroughly reliable.” Submit to superintendent or administrator at least three statements from three different persons, who are not related either by blood or marriage, to the applicant pertaining to the moral character and to the reliability of the applicant.”

Driving lesson falls well short of ‘A+’ grade

Seemingly well-intentioned, a driving lesson didn't turn out very well on Sunday, Aug. 23, for the student or teacher at Manatt's Landing just south of Tama.

According to the Tama County Sheriff's Office, Candelario Arrieta, the vehicle owner, was providing a driving lesson for Nicholas Aguliar-Gomez, 46, of Tama.

The report of the accident says Aguliar-Gomez and Arrieta were in Arrieta's Honda Accord LX at the boat ramp. Arrieta, riding as a passenger, told Aguliar-Gomez to apply the brake as they approached the landing entrance. Instead, he pressed the gas pedal accelerating the car into the intersection at 340th Street. Arrieta jerked the steering wheel to avoid striking a car.
This resulted in their vehicle launching off the roadway, into a ditch and striking trees.

Aguliar-Gomez was cited for having no driver's license and failure to maintain control of the vehicle. He had not appeared in court to enter a plea or to pay fines at News-Herald deadline according to online court records.

Arrieta's vehicle received an estimated $3,000 damage according to the crash report.

The bus stops here: School bus drivers become friends and role models to the students they see daily

Kelly Elizalde didn't always want to be a school bus driver.

After a career in the Air Force and a five-year stint in a secretarial position, Elizalde took a chance at a local job fair in 2013 and found her calling.

"I've found that it was probably what I was meant to do all along, I mean, I absolutely love it," she says.

Elizalde says her favorite part of driving the school bus is the relationships she's established with returning riders. She says there is, among others, a boy in second grade who has ridden her bus since he was in kindergarten. She's been watching the kids who ride her bus grow up over the years, and has enjoyed it every step of the way.

Robert Harris, who began driving school buses throughout the area in 1982, shares this notion.

"I've met so many great kids that, some of them went on to do great things, you know, and I just know too many good kids," he says with a wide smile.

He says he's enjoyed his time driving and the opportunity to have such a fulfilling work position, especially in terms of the example he sets for the kids who ride his bus.
"Sometimes kids need to see something positive out of people, and sometimes a positive male role model is what's needed," he says. "There are so many kids who don't have that male figure in their lives, and with them just seeing how a man should act, how a man should carry himself -- that is what I feel I accomplish."

Elizalde has similar feelings.

"I just want to have a positive (influence)," she says. "They have so much negativity and not a lot of attention, especially my little ones. I could tell you the ones that are just craving love and attention because they're the ones that get on the bus and hug me every day and tell me they love me. And I just love it. I feel like this is what I was supposed to do all along."

She says the relationships she establishes with her riders throughout the school year are meaningful and make her job feel less like work.

"The elementary kids -- oh my gosh. I cried last year on the last day of school when I let my last one off, because they just become your kids," she says.

Although she doesn't treat the children she drives as her friends, Elizalde says she will always be a cheerleader at their concerts and events if asked.

"The little ones have programs, or even the junior high (kids), I've gone to their concerts and I've gone to watch them sing," she says. "If they ask me to be there, I'm going to be there. If they take the time to ask me to go, I'm going to go."

Elizalde says she drives her bus in earnest and prides herself on the level of accountability the position demands.

"I'm responsible for them, to get them wherever they're going safely, and I take it very serious. ... It just makes me feel very responsible and like I said, at that time, they're in my hands, and it's very important for me to get them to where they need to go and get them there and back safely," she says.

Harris also works to benefit the community through his founding of the Cape Girardeau Community Gardens program. He also volunteers with the Urban Kids Project, which helps area students in need of school supplies; and works with the Cape Girardeau County Public Health Center and the Healthy Communities Coalition to combat childhood obesity in the area.

At the end of the day, though, Elizalde and Harris say being a school bus driver is the best job for them.

"I worked at several different things, and I always liked to drive, so this was work, and I've got to where I like being around the kids. And this is what I do," Harris says.

"Every day you've got, it's something different every day," Elizalde says. "And the kids make you feel -- especially the little ones -- they make you feel so loved. I really, really enjoy it."

Harris drives bus No. 8 and transports students to and from Franklin Elementary and Cape Central Junior High. Elizalde drives bus No. 28 and transports students to and from Blanchard Elementary and Cape Central Junior High.

Tanker drivers and training need assessment

There is no doubt about the fact that the level of damages done by accidents involving tankers and other articulated vehicles is worrisomely high.
However, some of the solutions being proffered by the Federal Road Safety Commission (FRSC) and some state governments are not correctly articulated. Those measures amount to putting the cart before the horse and cannot significantly reduce the crashes involving articulated vehicles in Nigeria. Proper problem diagnosis must always precede the announcement of solutions which willeventually fail.
Going down the memory lane, articulated vehicles have been plying Nigerin roads for at least 30years now despite the fact that there is no single driving school that has a tanker or trailer to train the drivers as affirmed by FRSC. In Nigeria as at today, there are over 100,000  articulated vehicles plying Nigerian  roads. Out of the over 200,000 drivers handling the articulated vehicles, not up to 4,000 of them were involved in accidents in a year which boils down to two percent.
This brief analogy tells us that if these whole lot of driver have been moving the vehicles safely without going to driving schools, then the major challenge of the drivers of articulated vehicles is not in teaching them how to operate the vehicles but in the management of the drivers by their employers and in the drivers’ ability to effectively co– ordinate their driving.
If driving schools should buy trailers for the training of drivers, they will need to embark on behind– the – wheel instruction for example, from Lagos to Kano for comprehensive hands -on training. The diesel or gas used will be about N50,000.00.
How much will the driving schools charge such an individual and how many people can afford to pay?
How many VIOs have trailers and well-built driving range for the testing of such drivers in Nigeria? None for now! The purchase of articulated vehicles by Driving schools, VIOs and FRSC is not the focal issue now. Prevention education by driving schools backed up by thorough tests on the part of the VIOs and unbiased enforcement and prosecution by FRSC Officers holds the ace.
The result – oriented actions I expected the FRSC and State governments to take is to embark on a deep research on how the trailer drivers have been successfully learning how to operate the vehicles without going to formal driving schools? What were the challenges they encountered in the process? What problems or damages did they cause in the process of learning to drive? What are the problems they are still battling with and the effects on road safety?
Objective investigation should be conducted to know the actual factors that caused each accident involving articulated vehicles (Investigation, Recording and Reporting). Answers to the above – mentioned questions will pave way for effective solution to the accident crisis. Such reports may be in soft copies only, to save cost.
Within the past four years, I have been involved in interacting and training some drivers of articulated vehicles and I found out that the factors responsible for their involvement in road accidents is not that they did not know how to operate or move the vehicles. Rather, their major challenges include the following:
  1. Lack of deep understanding of the vehicle characteristics, vehicle dynamics and driving forces such as the effects of gravity, centrifugal force, centripetal force, kinetic energy, inertia, hydroplaning, and road banking on the movement of articulated vehicles.
  2. Inadequate attention to the use of the weapon of driver diary and fatigue management by their employers.
  3. Inadequate knowledge of the drivers on fatigue, sleep debt, chronic fatigue syndrome and allied challenges such as high blood pressure and diabetes among others.
  1. The usually unresolved controversy between the Drivers and their Employers on Brake management, Load management, Speed management and Road worthiness of vehicles.
  2. Lack of in-depth knowledge of the components, workings, effects and dangers of Alcohol, Energy Drinks, Cannabis, and other forms of Psychoactive drugs (including some categories of prescription drugs) as well as the effects of sex – in – transit and the use of sex enhancement drugs on driving.
If FRSC, State Governments and Driving Schools in Nigeria buy one million Tankers and other articulated vehicles for the training of Drivers, it will not solve 10 percent of the problems. Rather, it will result to a waste of resources unless the above – mentioned challenges are adequately and effectively addressed.
I also want to suggest that all the Transport Companies that are operating fleets of articulated vehicles should be allowed to use their experienced Drivers to train the newly employed Drivers on how to Drive or operate the vehicles as they have been doing in the past. They should also have driving range. The popular training system hitherto used includes accompanying the new Drivers in journeys for hand – on training which is good. To become Trailer Drivers, they must have known how to drive smaller vehicles like buses with reasonable driving experience.
All the articulated vehicle Owners must however be compelled by the Federal Road Safety Commission (FRSC) and State Governments to send all their Drivers to  FRSC – accreditedDriving Schools for mandatory capacity building training programmes where they will be deeply taught the above – mentioned topics among others and issued with “Certificate of Competence” by the Driving Schools (to be renewed annually).
Arrested traffic offenders should be fined and promptly sent to Driving Schools for correctional training programmes without any iota of compromise.
Driving Schools however need to complement their training with computerized simulators designed for Drivers of articulated vehicles, videos and other relevant Driver Education resources to enhance the effectiveness of their training programmes. Driving Schools will surely be able to do this if their training opportunities currently being hijacked by the FRSC and some State Government Agencies are totally left for them to run.
